Ukrainian President Volodymyr Zelensky has indicated that he is prepared to engage with a U.S.-backed blueprint aimed at ending the ongoing war with Russia. The proposal, which recently surfaced through leaks, contains several contentious terms that Ukraine has previously rejected.
According to reports, the draft framework includes provisions for ceding parts of Donetsk currently under Ukrainian control, reducing the size of Ukraine’s military, and formally pledging not to join NATO. These conditions run contrary to Kyiv’s longstanding positions.
The plan is believed to have taken shape after multiple rounds of discussions between U.S. envoy Steve Witkoff and Russian representative Kirill Dmitriev. However, the White House maintains that Ukraine was not left out of the process, insisting that consultations were held with both sides throughout the development.
Zelensky Responds to the U.S. Proposals
In his remarks, Zelensky revealed that American military officials in Kyiv had presented what he described as their “vision to end the war.” Reaffirming Ukraine’s stance, he said the country seeks a “genuine and lasting peace”, one that prevents any future invasions.
These developments came as Russia claimed incremental gains in eastern Ukraine, and as Zelensky’s government grappled with a major corruption scandal that has intensified domestic pressure.
Europe on the Sidelines?
European officials appear to have been largely excluded from the early stages of the plan. German Foreign Minister Johann Wadephul stated that the leaked document looked more like a “list of issues” than a fully developed peace plan.
EU Foreign Policy Chief Kaja Kallas echoed the sentiment, noting that Europe had not been directly involved in the drafting process.

Key Points from the Leaked 28-Point Document
Early reports suggest the draft includes:
- Capping Ukraine’s military strength at 600,000 personnel
- Stationing European fighter jets in Poland
- Offering Ukraine unspecified security guarantees
- Facilitating Russia’s reintegration into the global economy, including a potential return to the G7 (making it the G8 again)
- Requiring Ukraine to give up multiple weapons systems
White House Press Secretary Karoline Leavitt described the proposal as “good for both sides,” adding that the U.S. has maintained equal engagement with Ukraine and Russia.
Ongoing U.S.–Ukraine Consultations
American officials claim the draft emerged after discussions with former Ukrainian Defence Minister Rustem Umerov, who suggested revisions before it was forwarded to Zelensky.
Zelensky noted that he is expected to speak with President Donald Trump soon regarding the plan.
While acknowledging Washington’s efforts, the Ukrainian leader stressed that any settlement must uphold a “dignified and secure peace” for the Ukrainian people.
War Enters Fourth Year Amid Intensifying Strikes
As the conflict approaches its fourth anniversary, tensions on the battlefield remain high.
Late Thursday, a Russian strike on Zaporizhzhia killed at least five people, according to regional officials. Russia also claimed to have shot down 33 Ukrainian drones over several regions.
Earlier in the week, a Russian missile and drone barrage in Ternopil left 26 people dead, while several others remain missing.
