Union Cabinet Approves ₹11,718 Crore Budget for Census 2027; Digital Rollout Begins April 2026

In a major step toward modernising India’s data ecosystem, the Union Cabinet has cleared an ₹11,718 crore budget for Census 2027, marking the country’s transition to its first fully digital census. The funding will support the creation of nationwide digital infrastructure, mobile applications, web-based platforms, and a seamless data-collection framework designed to replace traditional paperwork.

Announcing the approval, Union Minister Ashwini Vaishnaw said the investment positions India to gather sharper demographic insights at a time of fast-paced social and urban transformations.

Two-Phase Census Across India: April 2026 to February 2027

Given India’s vast geographic and climatic diversity, the Census 2027 will be carried out in two carefully structured phases:

Phase 1: House Listing & Housing Census

  • Scheduled between April and September 2026
  • Each state gets a 30-day window to complete the exercise

Phase 2: Population Enumeration

  • To be conducted in February 2027
  • Reference date: 00:00 hours, March 1, 2027

For snow-bound regions, including Ladakh, parts of Jammu & Kashmir, Himachal Pradesh, and Uttarakhand, the exercise shifts to September 2026, with the reference date set as October 1, 2026.

A Digital Leap: Mobile Apps and Self-Enumeration Tools

Minister of State for Home Affairs Nityanand Rai informed Parliament that Census 2027 would completely abandon paper-based formats in favour of advanced digital systems.

Key digital components include:

  • Mobile apps for on-ground enumerators
  • A public web portal that allows citizens to enter their own data
  • A central digital dashboard enabling real-time monitoring and quality audits

The government believes this hybrid model, combining in-person fieldwork with self-enumeration, will make the census faster, more inclusive, and less error-prone than earlier editions.

Migration Mapping: A Deeper Look into India’s Mobility

One of the most crucial features of Census 2027 is its focus on capturing detailed migration patterns across the country.

Every individual will be counted at the location where they are present during enumeration, ensuring accuracy in documenting mobility trends.

Migration-related questions will collect information on:

  • Place of birth
  • Last residence
  • Duration of stay at the current location
  • Reasons for relocation (employment, education, marriage, etc.)

Rai clarified that migrant workers and temporary residents will not undergo a separate survey; instead, their details will be integrated into the universal questionnaire. The final list of questions has already been notified and will be publicly accessible before field operations begin.

Caste Data to Be Digitally Recorded

Following approval by the Cabinet Committee on Political Affairs on April 30, the 2027 census will also feature caste enumeration. Digital documentation is expected to offer more finely detailed and reliable data on India’s social structure, something policymakers and community groups have demanded for decades.
