US President Donald Trump and Ukrainian President Volodymyr Zelensky have said that meaningful progress has been made toward ending the Russia-Ukraine war following high-level talks in Florida. However, both leaders acknowledged that several difficult and sensitive issues remain unresolved, with territorial control emerging as the most complex challenge.
Speaking to reporters at Mar-a-Lago, Trump said that a consensus has been reached on many elements of the proposed peace framework, but disagreements over the future of the Donbas region continue to block a final settlement. Zelensky, on the other hand, stated that nearly 90 per cent of the proposed 20-point peace plan has been agreed upon and that discussions on long-term security guarantees for Ukraine are nearing completion.
The Ukrainian president also confirmed that delegations from the United States and Ukraine are expected to meet again next week to continue negotiations. In a statement shared on Telegram, Zelensky described the discussions as constructive, noting that both sides have made significant headway in recent weeks.
Russia has controlled roughly 20 per cent of Ukrainian territory since launching its full-scale invasion in February 2022. Trump admitted that the proposal to designate Donbas as a demilitarised zone remains unresolved. The region includes Donetsk and Luhansk, where Russian forces currently maintain substantial control.
According to Trump, talks on security guarantees for Ukraine are “around 95 per cent complete,” though he stopped short of confirming any concrete commitments related to troop deployment or logistical support to deter future attacks. He also suggested that trilateral talks involving the US, Russia, and Ukraine could take place at a later stage, once conditions are appropriate.
Earlier, Trump held a phone conversation with Russian President Vladimir Putin. While offering limited details, Trump said he believes Putin wants Ukraine to prosper. At the same time, he acknowledged Russia’s reluctance to support any ceasefire arrangement that would allow Ukraine to hold a referendum.
Russian foreign policy adviser Yuri Ushakov said the call was initiated by Trump and focused on recent peace proposals from the European Union and Ukraine. Ushakov noted that both leaders shared the view that a temporary ceasefire could potentially prolong the conflict rather than resolve it.
Meanwhile, European Commission President Ursula von der Leyen welcomed the outcome of the Florida talks, calling them a step in the right direction. She emphasised that Ukraine must be provided with strong and credible security guarantees from the very beginning of any peace agreement.
Zelensky has also indicated that a meeting involving Ukrainian and European leaders could take place at the White House in January, where the next phase of negotiations may be finalised.
