In an unprecedented administrative overhaul, Chaudhary Charan Singh University (CCSU), Meerut, has transferred 22 long-serving employees, some of whom had occupied the same positions for over 20 years. The move, described as the university’s biggest internal reshuffle in decades, follows mounting student complaints and direct intervention from the Governor’s office.
Governor’s Office Steps In
The action came after student leader Vineet Chaprana filed a detailed complaint with the Raj Bhavan, alleging widespread corruption, negligence, and misuse of administrative authority within the university.
Taking swift notice, Uttar Pradesh Governor Anandiben Patel’s office instructed the university to initiate strict corrective measures. Under growing pressure, Vice-Chancellor Prof. (Dr.) Sangeeta Shukla approved the transfer orders of 22 employees across multiple departments without delay.
Decades on the Same Desks
According to university sources, the transferred employees were posted in several sensitive and high-impact departments, including:
- Human Resources
- Confidential Branch
- Controller of Examinations Office
- Committee Cell
- Student Support Centre
- Registrar’s Office
Many of these employees had remained in the same position for 10 to 21 years, a stagnation that reportedly led to inefficiency and persistent student grievances related to exam results, degree issuance, and scholarship delays.

Campus Reaction: Cheers and Shock
While the move has triggered unrest among administrative circles, students have welcomed it as a long-awaited reform.
“This isn’t just a transfer order, it’s the first victory against corruption and lethargy,” said student leader Vineet Chaprana. “Now there will be transparency, accountability, and faster student services without bribery or unnecessary delays.”
Reform Roadmap Ahead
University officials confirmed that this reshuffle marks only the beginning of a larger reform plan. Upcoming measures include:
- Implementation of a departmental rotation policy to prevent long-term postings.
- Launch of a digital monitoring and workflow system for transparency.
- Strengthening of the grievance redressal cell for student and staff complaints.
