The Uttar Pradesh government has appointed 2009-batch IAS officer Bhanu Chandra Goswami as the new Divisional Commissioner of Meerut, marking a significant administrative reshuffle in the region. Goswami replaces Rishikesh Bhaskar Yashod, who was transferred after a 10-month tenure.
The appointment has stirred optimism among residents and officials, who expect renewed momentum in development projects and better execution of welfare schemes across the division. The Meerut division comprises six districts, Meerut, Baghpat, Bulandshahr, Ghaziabad, Gautam Buddh Nagar, and Hapur, each facing its own set of urban and rural governance challenges.
“Focus on inclusive growth and responsive governance”
Speaking to reporters after taking charge, Goswami outlined his priorities for the region.
“My focus will be on ensuring that government benefits reach the last person in the queue, improving civic cleanliness and greenery, and speeding up key infrastructure projects,” he said.
The new commissioner emphasised collaboration with public representatives, citizens, and the media to ensure swift redressal of public grievances. Strengthening law and order and enhancing the region’s infrastructure will also remain high on his agenda.

Bhanu Chandra Goswami: Profile at a Glance
Born on August 20, 1984, in Ranchi, Jharkhand, Goswami comes from a family with a strong administrative legacy. His father, Harish Chandra Goswami, served as a Labour Superintendent in the Bihar-Jharkhand government, while his grandfather, Ram Nawal Goswami, worked with the Heavy Engineering Corporation (HEC) in Ranchi. His uncle, Keshav Chandra Goswami, is an IPS officer currently posted as Additional Superintendent of Police in Lucknow.
Goswami is married to Megha Goswami. He holds a Bachelor’s degree with Honours in Sanskrit, and during his Civil Services preparation, he chose Psychology as his optional subject. In the 2009 UPSC Civil Services Examination, he secured an All-India Rank of 33, a testament to his academic strength and perseverance.
From the Grassroots to Top Administrative Roles
After completing his IAS training, Goswami began his administrative journey in Agra (2011-12) as Joint Magistrate. Over the years, he has served in key positions across several districts of Uttar Pradesh:
- Varanasi: District Magistrate led initiatives to boost cultural heritage and tourism.
- Shravasti: Focused on rural infrastructure and welfare programs.
- Lucknow: Contributed to policy planning and urban administration.
- Jaunpur: Strengthened implementation of education and healthcare schemes.
- Prayagraj: As District Magistrate and Vice-Chairman of the Prayagraj Development Authority, he played a pivotal role during the 2019 Ardh Kumbh, ensuring smooth crowd management and successful organisation of the massive religious event.
In 2024, while serving as Agra Divisional Commissioner, he earned recognition for effective disaster relief efforts in flood-affected areas. Known for his decisive fieldwork and disciplined administration, Goswami is considered a trusted officer in Chief Minister Yogi Adityanath’s team.
Following the January 2025 stampede during Mahakumbh in Prayagraj, Goswami was again entrusted with key responsibilities, where his quick decision-making and on-ground coordination drew wide praise.

With Goswami at the helm, Meerut division is expected to witness a renewed push in infrastructure modernisation, environmental management, and citizen-centric governance. His leadership is seen as a blend of administrative precision and grassroots sensitivity qualities that may define the next phase of Meerut’s development journey.
